The workshop organized within the framework of the Twinning Project funded by European Union presented the new European Union Electronic Communication (EU EC) Code, recently (December 2018) adopted by the European Institutions: Council, Parliament and Commission was held at the ZOA House in Tel Aviv, on July 2, 2019.
The main goal of the workshop was to illustrate the most important changes introduced with the new EU EC Code in the European regulatory framework and discussed whether and how these changes would impact the evolution of the Israeli Electronic Communication regulatory framework.
Ms. Henig, Head of International Affairs from MoC, and Ms. Estelle Kadouch, Attachée of the EU Delegation to Israel, gave their opening remarks to the audience introducing the workshop and the speakers. Furthermore, Ms. Kadouch stated that this is a good moment for the Twinning Project to start delivering results to the MoC and Israeli Stakeholders for some of the project’s activities.
The workshop was composed of two panels: The first panel was devoted to the presentation of the main provisions of the new EU EC Code aimed at stimulating the investment in Very High Capacity Network (VHCN) and infrastructure through additional regulatory instruments in specific cases (co-investment, wholesale-only operators, network separation, etc.). while the second panel discussed challenges and opportunities for changing the licensing regime with the general authorization approach, approximating the EU regulatory concept.
Over 60 participants attended the workshop from different Israeli Ministries as well as stakeholders.
