Comparison of different views and approaches to regulation in the audio-visual sector in Europe

Following the thread of the mission held in the previous week, Mr. Marcel Betzel, senior expert from the Dutch regulator, presented the view of a regulator who adopted a mixed regulatory approach, with light rules in regards to the protection of EU works and licensing but with detailed rules in regards to the protection of minors.

Mr. Betzel’s view complemented the view from Netflix (headquarters established in Netherlands) that was presented in the previous week by Mr. Apa. The Israeli experts agreed that this approach is an interesting compromise between the approaches taken by BAI (the Irish regulator), and AGCOM and CSA, Italian and French regulators.

At the end of the mission, Mr. Sciacchitano presented the draft structure of the facts finding report that the Twinning experts had already started writing. This report is  attached to the present Quarterly Report, albeit some minor reviews might still be needed in the coming months.
