Twinning Workshop: “The new EU audiovisual regulatory framework: challenges and opportunities”

The workshop was held on 29 January, 2019, in the presence of the EU Ambassador to Israel Emanuele Giaufret, the Israeli Director General of the Ministry of Communications Nathanel (Nati) Cohen, as well as the Italian regulatory communications authority: Mr. Antonio Martusciello, AGCOM Board member and diplomatic representative of Italy and Germany.

First Steering Committee Meeting, December 18, 2018

The Member States partners, Ministry of Communications and EU Delegations representatives held the first Steering Committee meeting in Tel Aviv, December 18, 2019.

At the meeting, the Communications Plan was approved, and a quarterly plan was set for future events. It is too early to measure the impact of the Project, but the ability of the Israeli Ministry of Communications to work across borders creates stronger and more cohesive community that contributes to the progress of the Project.

The upcoming Steering Committee meeting will be held at the Ministry of Foreign Affairs, February 12, 2019.

Methodologies for the proper implementation of a wholesale market for electronic communication networks

In the meeting held at end of November presentation was provided by AGCOM on the European Experience Concerning Structural Separation and its Relation to Incentives for Investment. 

In the start of December meeting (4-6 December 2018) a presentation of Broadband & Ultra Broadband Israeli Market State of the art and the relative Access regulation (for copper & fiber) was initially provided.

A review of European Ultra Broadband Access – FTTC Cabinet and MSAG was also provided by some European member state representatives including the State of art of G. FAST and Vectoring. Finally, some MS reviewed the status of development relatively to co-existence between G. FAST and VDSL and MultiOperator Vectoring.

International conference, to launch a European Commission Twinning project

“Strengthening the regulatory capacity of Israel in the field of telecommunications, with a focus on service provision over networks owned and operated by others”, between the Israeli Ministry of Communications and the Italian Authority for Communications (AGCOM), the German Federal Network Agency (BNetzA) and the Latvian Public Utilities Commission (SPRK).

Evaluation of the implementation of mandatory results of the previous twinning project and addressing of any Shortages – Focus on Data collection

The Member States partners and representatives from the Ministry of Communications held several meetings in Jerusalem and Tel Aviv, during the mission that took place in October 14-18, 2018.

The EU Ambassador Emanuel Giaufret and the EU Delegation’s team involved in the Twinning Project met with Member States (MS) partners and Ministry of Communications leadership to set preliminary dates for upcoming missions and events, August 29, 2018.
